chore: add LocalRepos.md to gitignore and sync rule to CLAUDE.md

Browse Source 
LocalRepos.md stores paths to local repos that should be kept in
sync when CI/CD documentation is updated. Added mandatory rule
to CLAUDE.md to propagate relevant changes.
