bb53eeee8e Phase 8: Customizable PDF Templates — locale support, admin editor, seed templates 
Backend:
- PdfTemplate model with locale field + UNIQUE(name, locale) constraint
- Migration 007: pdf_templates table + template_id FK on generated_pdfs
- Template service: CRUD, Jinja2 validation, render preview with sample data
- Admin endpoints: CRUD /admin/pdf-templates + POST preview
- User endpoint: GET /pdf/templates (active templates list)
- pdf_service: resolves template from DB by ID or falls back to default
  for the appropriate locale
- AI generate_pdf tool accepts optional template_id
- Seed script + 4 HTML template files:
  - Basic Report (en/ru) — general-purpose report
  - Medical Report (en/ru) — health-focused with disclaimers

Frontend:
- Admin PDF templates page with editor, locale selector, live preview (iframe),
  template variables reference panel
- PDF page: template selector dropdown in generation form
- API clients for admin CRUD + user template listing
- Sidebar: admin templates link
- English + Russian translations

Also added Phase 9 (OAuth) and Phase 10 (Rate Limits) placeholders to GeneralPlan.

b0790d719c Generalize from health-specific to universal personal assistant 
The app manages multiple life areas (health, finance, personal, work),
not just health. Updated all health-specific language throughout:

Backend:
- Default system prompt: general personal assistant (not health-only)
- AI tool descriptions: generic (not health records/medications)
- Memory categories: health, finance, personal, work, document_summary, other
  (replaces condition, medication, allergy, vital)
- PDF template: "Prepared for" (not "Patient"), "Key Information" (not "Health Profile")
- Renamed generate_health_pdf -> generate_pdf_report, health_report.html -> report.html
- Renamed run_daily_health_review -> run_daily_review
- Context assembly: "User Profile" (not "Health Profile")
- OpenAPI: generic descriptions

Frontend:
- Dashboard subtitle: "Your personal AI assistant"
- Memory categories: Health, Finance, Personal, Work
- Document types: Report, Contract, Receipt, Certificate (not lab_result, etc.)
- Updated en + ru translations throughout

Documentation:
- README: general personal assistant description
- Removed health-only feature descriptions

Backend:
- Setting + GeneratedPdf models, Alembic migration with default settings seed
- PDF generation service (WeasyPrint + Jinja2 with autoescape)
- Health report HTML template with memory entries + document excerpts
- Admin user management: list, create, update (role/max_chats/is_active)
- Admin settings: self_registration_enabled, default_max_chats
- Self-registration check wired into auth register endpoint
- default_max_chats applied to new user registrations
- AI tool: generate_pdf creates health compilation PDFs
- PDF compile/list/download API endpoints
- WeasyPrint system deps added to Dockerfile

Frontend:
- PDF reports page with generate + download
- Admin users page with create/edit/activate/deactivate
- Admin settings page with self-registration toggle + max chats
- Extended sidebar with PDF reports + admin users/settings links
- English + Russian translations for all new UI

Review fixes applied:
- Jinja2 autoescape enabled (XSS prevention in PDFs)
- db.refresh after flush (created_at populated correctly)
- storage_path removed from API response (no internal path leak)
- Role field uses Literal["user", "admin"] validation
- React hooks called before conditional returns (rules of hooks)
- default_max_chats setting now applied during registration
