- Expand health endpoint to check DB, Docker, and NPM connectivity (FUNC-M4)

- Add NPM Ping method for health checking
- Sanitize all internal error messages in API handlers (SEC-M4)
- Add audit trail events for admin actions (FUNC-M3)
